Before planning applications are submitted, infrastructure is designed or homes are built, opportunities need to be identified, partnerships established and the right expertise brought together to turn a vision into reality. At Chartway Partnerships Group, Chief Development Officer Oliver Jolley plays a pivotal role in shaping that process, identifying opportunities, driving strategic growth and helping create communities that stand the test of time.

Leading the Group's land, planning, design, new business and partnerships, and sales and marketing teams, Oliver oversees the front-end development process, ensuring projects are positioned for long-term success while bringing together the people, expertise and relationships needed to unlock opportunity.

For Oliver, however, development has always been about far more than land.

"The people are what make this industry. Development is ultimately about building strong, lasting relationships and bringing together the right expertise to unlock opportunities."

That philosophy has been a constant throughout a career spanning some of the UK's leading residential developers. After graduating with a degree in Planning and Property Development, Oliver joined St George's graduate programme before moving to Cala Homes, where he spent eight years developing his technical and commercial expertise in land acquisition and strategic development.

Those formative years provided more than technical experience. They reinforced the importance of patience, continuous learning and building strong foundations before taking the next step.

"There is often a desire to progress quickly, but development is a complex business and experience matters. Building a strong foundation allows you to make better decisions when greater responsibility comes."

A move from Surrey to Kent during the pandemic prompted Oliver to reflect on the next stage of his career. Having enjoyed success within both private and PLC housebuilders, he was increasingly drawn to a role that offered wider exposure across the development lifecycle and greater influence over business strategy.

That opportunity came with Chartway.

Joining as Head of Land, Oliver has progressed through a series of senior leadership roles to become Chief Development Officer, helping steer the business through a period of significant growth, organisational evolution and changing market dynamics.

One of the factors that attracted him to Chartway was its approach to development. Long before partnership-led delivery became widely adopted across the residential sector, the Group had established a successful land-led partnerships model, working closely with Registered Providers, investors and local stakeholders to unlock opportunities and deliver much-needed homes.

"Chartway was ahead of the curve. The partnerships model has become increasingly relevant as the market has evolved and provides a more resilient platform for acquiring land and delivering homes."

As the industry has evolved, planning policy, environmental regulation, building standards and customer expectations have all become increasingly complex. Oliver believes collaboration and partnership working have never been more important, bringing together the right expertise to help overcome challenges and accelerate the delivery of high-quality homes.

No two days are ever the same. A typical week may involve reviewing land appraisals, shaping planning strategies, negotiating legal agreements, forecasting future pipeline or supporting colleagues through complex project challenges. The common thread is ensuring the right people are involved at the right time.

"Success rarely comes from one individual. It is about bringing together the expertise across land, planning, design, technical, commercial, construction and sales functions to find the right solution."

Among the many developments Oliver has helped bring forward, Alkerden 5B in Ebbsfleet remains one of the projects he is most proud of. Having been involved from the earliest stages, seeing the completed neighbourhood emerge reinforced the importance of the work undertaken long before construction begins.

Yet it is another project that perhaps best captures what continues to motivate him. Revisiting the first site he acquired as a Land Manager, Oliver found that the negotiations, planning discussions and appraisals that had once dominated his working days had faded into the background. In their place stood a thriving community.

"You return years later and see families living there, children playing outside and a genuine community taking shape. That is when you truly appreciate what you have helped create."

For Oliver, that remains the most rewarding aspect of development. Beyond the land deals, planning permissions and commercial negotiations lies the opportunity to create lasting places where people can live, work and build their futures.

Looking ahead, he believes the industry's greatest opportunities lie in continuing to unlock complex sites, strengthening partnerships and creating sustainable communities that stand the test of time. As Chartway continues to grow, his focus remains on bringing together the right people, building strong relationships and helping shape places where communities can flourish.
